Frances Carter Stoops, 69, of Tompkinsville passed away Monday, May 15, 2017 at her home.She was born October 12, 1947 in Monroe County, KY to the late Jack Wayne Carter and Emma Kate Hume Carter. She was a retired secretary for the Department of Human Services, a member of Rockbridge Homemakers and a member of Mt. Gilead Church of Christ. She was united in marriage on October 19, 1968 to James Stoops.She is survived by her husband James Stoops of Tompkinsville, one son: Chuck Stoops of Scottsville one daughter: Melissa Thomas and husband Kevin of Bowling Green, four grandchildren: Dalton Stoops, Garrett Stoops, Shelby Sparks and Noah Thomas.In addition to her parents she was preceded in death by a brother: James H. Carter, Sr.Funeral services will be conducted Thursday, May 18 at 1:00 PM at Strode Funeral Home in Tompkinsville with burial to follow in Monroe County Memorial lawn.Visitation will be from 2:00 PM to 8:00 PM on Wednesday and after 7:30 AM on Thursday at Strode Funeral Home in Tompkinsville.Memorials are suggested to the Rockbridge Homemakers.
